Build 010428

• Allows typing some capital letters with tone marks (A^', O+`, ...) in some 1-byte charsets: VPS, VISCII, BKHCM1. However, using this feature is not recommended because these 1-byte charsets do not contain all capital Vietnamese characters. You should use 2 fonts (1 for lower case, 1 for upper case) if possible.
